Development Permit Notices

A development permit is required for most forms of development within the Town.  The Land Use Bylaw outlines the types of developments allowed in each land use district and the rules and regulations governing those uses. 

The Town encourages public participation in the planning & development process.  This page contains all of the development permits received to date by the department.

**This webpage replaces notices previously posted in Lakeland This Week in an effort to reduce costs and for residents to obtain the most up to date information.**

Permit Status

Pending = means the file is in review by the Planning Authority. (when the file is in this status, the permit will not be able to be reviewed by a citizen until a decision has been made by the Planning Authority of either "approved" or "refused".)

Refused = means the file has been refused by the Planning Authority.

Withdrawn = means the file has been withdrawn by the applicant or owner.

Approved = means the file has been approved by the Planning Authority.

Incomplete = means the file has been deemed incomplete by the Planning Authority after the initial intake, and further information has been requested to verify compliance with the Land Use Bylaw or the application is pending response from another agency such as Alberta Transportation.

How do I view a permit?

Once a development permit has been approved or refused, arrangements to view a development permit can be made by contacting Planning & Development at pd@town.stpaul.ab.ca or call 780-645-1766. 

Obtaining a copy of the issued development permit may help you make a decision on whether or not to file an appeal as an affected party.  Typically there are conditions imposed on a permit that could mitigate potential concerns.

Who are the Planning Authorities?

The Planning Authority for Development Permits is either:

  • the Development Officer (DO), or
  • the Municipal Planning Commission (MPC), or
  • the Council of the Town of St. Paul.

How do I file an appeal?

The appeal board can either be the local Intermunicipal Subdivision and Development Appeal Board (ISDAB) or the Land and Property Rights Tribunal (LPRT) formerly Municipal Government Board as of June 2, 2021.

Once the development permit has been approved, citizens have 21 days to appeal the development permit decision if they wish. 

A permitted use permit can be appealed if it can be demonstrated that the Land Use Bylaw has been misinterpreted.  Section 685(3) of the Municipal Government Act states:  "Despite subsections (1) and (2), no appeal lies in respect of the issuance of a development permit for a permitted use unless the provisions of the land use bylaw were relaxed, varied or misinterpreted or the application for the development permit was deemed refused under Section 683.1(8)."

The use (of either permitted or discretionary) can be verified on the issued development permit or as noted below. 

How do I know if a development permit is under appeal?

This same webpage would be updated under the specific permit number. A note would be added that the file/proposed development is 'under appeal'.

As well, in time, when the hearing date has been set; the appeal hearing location, date, and time would be added for affected persons to attend.

Why is some information redacted on the permit that I requested?

Due to the Freedom of Information and Protection of Privacy (FOIP) Act some parts of the permit may be severed (blacked out) before it is released.
