The Land Use Bylaw (LUB) is being reviewed to provide greater clarity and consistency in an easy to read, updated document that reflects contemporary land use planning and development practices. 

The Town of St. Paul has engaged ISL Engineering and Land Services Ltd. (ISL) to update the Land Use Bylaw (LUB). The LUB regulates and controls the use and development of land and buildings. It establishes the development authority, development permit approval process, as well as the process for land use redistricting applications. The framework for a LUB is established by the Municipal Government Act (MGA), and all municipalities are required to have one. The current LUB was approved in 2017, and the Town is undertaking a review to respond to changes to the MGA, federal legislation, and provide clarity to existing regulations.

What is a Land Use Bylaw and how does it affect me?
A Land Use Bylaw regulates and controls the use and development of land and buildings. It establishes the development permit approval and appeal process, as well as the process for land use redistricting applications. The framework for a Land Use Bylaw is established by the MGA, and all municipalities are required to have one.

Why is the Town reviewing the Land Use Bylaw?
Since the LUB creates a "rule book" for development, it is very important it is regularly updated to make sure that the rules are reasonable, effective, and reflect new trends in building and site design. 

How can I get involved?
There will be opportunities to gather feedback from landowners to provide input into the Land Use Bylaw update and review the draft documents before they are considered for adoption by Council.  Have your say! August 1, 2019
:  Work continues by Council, Administration and ISL on the proposed bylaw.  The focus is to create a 'plain language' bylaw to assist our developers and citizens.

January 2020:  Work continues by Council, Administration and ISL on the proposed bylaw.  In the coming months, we expect to obtain feedback on the structure and revised Land Use Bylaw.

September 2020: Community Survey conducted.

January 13, 2021 at 6:30pm: A Tele Town Hall has been scheduled for January 13, 2021.  To allow citizens to make comments on the new draft document and create awareness of the rules and regulations in the Land Use Bylaw.  The new draft document link may take time to download as the document is a larger file.  Please call 1-888-409-5380 to join. January 21, 2021:  Letters to owners with the new proposed zoning district to Controlled Urban Development District (CUD) were mailed out by the department.  To which no opposition has been received to date (Feb 16, 2021).

February 22, 2021: The newly revised Land Use Bylaw document will be presented to Council for their consideration of 1st Reading of the proposed bylaw.  The full final draft version including maps will be included in Council's agenda package.  The agenda package is available here. Agenda Item #7.3. The agenda package will be published on Friday, February 19, 2021.

March 4, 2021:  Special Council Meeting with Council to review changes to the proposed Bylaw 2021-04. Click here for a copy of the agenda.

April 6, 2021 at 7pm:  Special Council Meeting with Council to hold a public hearing (for public input) to the proposed Bylaw 2021-04. An updated copy of the document can be found here. The latest version date is March 17, 2021. The complete agenda package can be found here.  It may be a possibility of further readings of the bylaw to occur (2nd / 3rd & Final Readings).
